UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a new study of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in England reported that 60% of local authorities are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and land to shore up their finances, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of councils attempting to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Examples of Proposed Disposals

One local authority in southeast England announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and business parks held in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Local Levy Rises and Broader Financial Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next April to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and financial savings,” said a council leader.

He added: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities recently also found council budgets being strained by the growing number of young people and older individuals requiring Send support.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (IMD) covering UK local authorities, many participating urban areas were included in the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the latest IMD measures,” said the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of England. The data highlights the extent of challenges facing municipal officials across key cities in the coming year,” the analysis concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study revealed.
